I really enjoyed this lesson idea! This is creative, engaging and will get the students thinking! I would have liked to see more of a connection between the qualities a good citizen should have and why we have rules (not all citizens are "good!"). The homework idea of having students create fair rules would be fun for them but also check how much they have learned and how well they can judge "fairness" for everyone.
